George Y. Wheeler is a partner in Holland & Knight's Washington, D.C., office. Mr. Wheeler represents commercial mobile providers, private industrial wireless operators, other operators of advanced wireless (terrestrial and satellite) systems, broadcasters and manufacturers of consumer products, ISM devices and advanced telecommunications systems. In recent years he has focused on regulation of advanced and emerging technologies, expansion of spectrum resources for various industries, policy development and regulatory compliance involving spectrum auction selection and the implementation of equipment authorization and marketing requirements for emerging technologies, including:  

  • proposals for a D Block public private partnership structure implementing a nationwide wireless broadband network for first responders, implementation of 5.9 GHz ASTM-DSRC Intelligent Transportation (V2V and V2I) systems and development of adaptive uses of wireless and BPL technologies to support SmartGrid deployments
  • implementing the FCC's policy recommendations including Rural Service initiatives, Spectrum Leasing options and proposals for expanded spectrum, implementation of cognitive radio functionality and regulatory flexibility for Unlicensed Devices and systems
  • advising clients on compliance with FCC equipment authorization and marketing requirements for advanced radio frequency devices and for other commercial and consumer digital devices
  • assisting clients in spectrum auctions including mobile, fixed and data services and related compliance with the FCC’s anti-collusion rules
  • participating in FCC rulemaking proceedings regarding spectrum allocation and related licensing rules for emerging technologies
  • advising manufacturers on equipment compliance issues regarding Public Safety devices, intelligent transportation systems (V2V and V2I), medium and low voltage Broadband over Powerline technologies, laptop and notebook personal computers and related peripherals, high capacity video games devices, weather radar devices, security alarm systems, industrial control systems, and other advanced microprocessor devices

Mr. Wheeler previously served as a general attorney in the Office of the General Counsel, Federal Communications Commission.
