Overview

Mark C. Davis is a partner in Holland & Knight's Austin office. He focuses his practice on the representation of rural electric cooperatives before the Public Utility Commission of Texas (PUCT) in matters involving contested case hearings, transmission line certification cases and rulemaking proceedings. Mr. Davis' practice also focuses on wholesale power contract negotiations, large retail customer power contracts, construction contracts and property matters related to electric utility facilities.

In addition, Mr. Davis has handled complex civil litigation before state and federal courts and courts of appeal, including contract litigation for the recovery of electric rate overcharges, litigation over construction and management of nuclear power plants, litigation relating to construction of residential multi-family housing, and litigation relating to trade secrets and entertainment copyright and contract matters.

Mr. Davis regularly appears before the Texas legislature and PUCT on behalf of electric cooperatives and industrial clients in a range of legislative and regulatory proceedings.
