A Handful of Bills Could Bridge the Partisan Divide. But Will They Start a Trend?

After an extended period of gridlock on Capitol Hill, it looks like lawmakers and administration officials are making modest changes to the way government functions. A handful of bills, including one that will speed up federal approval of new sunscreen products and another that would provide agricultural aid to developing countries, suddenly look like they may become law by the end of the year.
