An Analysis of The American Recovery and Reinvestment Act of 2009 - February 17, 2009

The Conference Report on H.R.1, The American Recovery and Reinvestment Act of 2009, provides a total of $463 billion in spending for transportation, infrastructure, health care programs, education assistance, housing assistance and energy efficiency upgrades. The bill also provides $326 billion in personal and business tax breaks and tax provisions affecting payments to the states. Overall, the spending and tax cuts in the bill total $789 billion.

Senator Ben Nighthorse Campbell joined the Washington, D.C. office of Holland & Knight after serving in the United States Senate from 1993-2005 and in the U.S. House from 1987-1993. Senator Campbell is one of 44 Chiefs of the Northern Cheyenne Tribe.

Congressman Gerry Sikorski serves as the firm's Government Section leader and brings with him a wealth of government experience. He represented Minnesota in the U.S. House of Representatives for 10 years, from 1983 to 1993. During this time he served on the powerful Energy and Commerce Committee, with jurisdiction over telecommunications, finance, trade, consumer protection, health, environment, insurance, nuclear power, securities, utilities, and energy laws and the FCC, FTC, CFTC, FDA, SEC, CMS, IHS, ICC and FERC. The New York Times and The Washington Post have acknowledged Mr. Sikorski’s experience on facets of the congressional process.

Congressman Jim Davis, a member of Holland & Knight's Public Policy & Regulation Group, draws upon his extensive experience in the public sector to provide strategic legal, legislative and regulatory counsel to clients in Florida, the District of Columbia and across the country. Mr. Davis served in the U.S. House of Representatives for ten years, from 1996 to 2006.

Rich Gold is a Partner practicing in the areas of legislative and environmental law, emphasizing strategy development, lobbying, legislative and regulatory counseling, and creative solutions to corporate, nonprofit, and governmental issues at the federal level.
