Environmental justice – a mix of environmental and civil rights law and policy – is receiving in­creased attention in the Obama Administration, bringing with it challenges and opportunities for municipalities, facilities and others operating in low-income and minority communities. This alert discusses various aspects of environmental justice and the implications for the Obama Administration. Federal agencies, including the DOJ and EPA, have concluded that low-income and minority communities bear a greater environmental risk than the general population. Now is the right time to take stock of your environmental justice situation and take any prudent proactive steps.

Iowa Undergoes Review Of Alcohol Rules And Regulations

Iowa Governor Thomas J. Vilsack, has issued an Executive Order directing all state agencies to review their administrative rules, in order to eliminate outdated, redundant, overly broad, ineffective, unnecessary, or otherwise undesirable regulations.  Pursuant to the Governor’s directive, the Iowa Alcoholic Beverages Division (IABD) is seeking the public’s input regarding proposed additions, deletions, or corrections to the existing rules.  IABD has added a new page selection to its existing Web site, to assist in providing public comment; that Web site address is  www.IowaABD.com.  Those who wish to provide their input the old-fashioned way, can write to the IABD at the following address:  Iowa Alcoholic Beverages Division – Rules Coordinator, 1918 S.E. Hulsizer Road, Ankeny, Iowa 50021.

At the recent annual meeting of the National Conference of State Liquor Administrators held in Dallas, Texas, many members of the industry suggested that alcohol regulatory agencies should work to bring consistency and uniformity to the various forms, filings, and related requirements imposed by the various states.  Given that the longest journey begins with the first step, interested industry members should accept the IABD’s invitation and propose suggestions that would bring Iowa’s alcohol rules and requirements into conformity with a more uniform “model” set of regulations.
