On June 20 and 21, the Massachusetts Division of Health Care Finance and Policy will have three consultative sessions concerning the implementation of the recently-enacted health care reform legislation. During these sessions, the Division seeks comments from employers and other interested parties regarding the implementation of three provisions of the law: the Employer Fair Share Contribution, the Free Rider Surcharge and the Health Insurance Responsibility Disclosure (HIRD). In particular, the Division is requesting input from interested parties on the following issues, as they relate to the above three requirements:

1) definition of “employee” for each provision – including part-time employees, independent contractors, seasonal employees, temporary employees, and employees of more than one employer

2) definition of “fair and reasonable premium contribution” for Fair Share Contribution

3) administrative concerns about the implementation of the HIRD requirement

Interested parties can give oral testimony at the sessions or can submit written testimony. The written testimony can be submitted at the hearing or to the Division by 5:00p.m. on Friday, June 23, 2006.
