The Bureau of Export Administration (BXA) has issued a final rule amending
the Export Administration Regulations (EAR) and the Commerce Control List (CCL)
to implement the understandings reached at the October 2000, plenary meeting of
the Australia Group (AG). The rule also amends the EAR by adding Cyprus and
Turkey to Country Group A:3, thereby eliminating license requirements for
exports and reexports of certain AG-controlled items to these two countries.
Finally, this rule updates the list of countries that are currently States
Parties to the Chemical Weapons Convention by adding the following countries:
Azerbaijan, Colombia, Dominica, Eritrea, Gabon, Jamaica, Kazakhstan, Kiribati,
Liechtenstein, Malaysia, Mozambique, Nicaragua, San Marino, the United Arab
Emirates, Yemen, the Federal Republic of Yugoslavia (Serbia and Montenegro) and
Zambia. This rule is effective September 28, 2001.
