- President Bush has continued for another year the U.S. economic sanctions
against Libya. The President’s order extends the state of emergency
imposed against Libya in January 1986, and renewed every year since then
because of the Libyan government’s involvement in the Pan Am 103 bombing
and refusal to accept responsibility for the actions of its officials and
pay compensation. Companies doing business in both Libya (including port
calls) and the United States should continue to exercise caution so as to
avoid inadvertent violations of U.S. law. 67 Fed. Reg. 637

- OFAC continues to add entities to its listing of Specially Designated
Nationals and Blocked Persons. The new names have been integrated into all
versions of OFAC's SDN list as well as OFAC's brochure on Terrorism. OFAC
