Hearing on the Status of the Russian Federation as a Non-Market Economy Country
March 21, 2002
The Department of Commerce is holding a public hearing to
solicit views on the issue of the status of the Russian Federation as a
non-market economy country under the antidumping and countervailing duty laws.
The hearing will be held at 9 a.m. on March 27, 2002, in Room 3407 at the
Department of Commerce, 14th Street and Constitution Avenue, N.W., Washington,
D.C., 20230. Parties wishing to testify orally at the hearing must provide
written notification of their intention, and indicate the amount of time they
will need to make their presentation, by no later than 5 p.m., March 22, 2002,
to Faryar Shirzad, Assistant Secretary for Import Administration; Subject:
Public Hearings on Inquiry into the Status of the Russian Federation as a
Non-Market Economy Country under the Antidumping and Countervailing Duty Laws;
Room 1870, U.S. Department of Commerce, 14th Street and Constitution Avenue,
N.W., Washington, D.C. The notification should include
- the name of the person presenting the testimony, their address and
telephone number
- the organization or company they are representing, if appropriate,
and
- if applicable, any request for an extension of the time limitation
(10 minutes) on the oral presentation.
A copy of this notification should also be sent
via facsimile to Becky Erkul at 202-482-2308, who also may be contacted for
further information at 202-482-1277. A change in Russia’s current status as a
non-market economy would remove the more stringent requirements imposed during
an anti-dumping investigation, including basing normal value on a comparable
market economy and presuming that all companies within the country are subject
to government control, requiring imposition of a single rate.
