U.S. Congress has reached agreement on a farm bill that
does not include a Senate proposal to permit private U.S. institutions to
finance trade with Cuba. The Senate proposal expands the Cuba trade
liberalization law passed last Spring by allowing U.S. financial institutions
to grant credit for Cuban purchases of U.S. agricultural products. Supporters
of the proposal have vowed to keep searching for another vehicle through which
to ensure its passage.
