Office of Defense Trade Controls (ODTC) Undergoes Reorganization

Reorganization of ODTC, located within the U.S. State Department's Bureau of Political and Military Affairs, will include division of the department into four offices, addition of a third deputy assistant secretary slot within the Bureau and elimination of the position of ODTC office director.  ODTC is to be divided into four offices for licensing, policy, compliance and management.  That realignment eliminates the ODTC office director position currently held by William Lowell.  Defense firms have persistently blamed Lowell for the department's cumbersome licensing process, and some commentators say that the organization change is intended to remove him.  Lowell has been offered a position to head one of the new ODTC offices.
