ODTC Revises U.S. Munitions List

Effective November 27, 2002, the Office of Defense Trade
Controls (ODTC) in the Department of State has made several changes to Category
V—Explosives, Propellants, Incendiary Agents, and Their Constituents, and
Category XIV—Toxicological Agents and Equipment and Radiological Equipment, of
the U.S. Munitions List (USML). The title of both categories has been changed to
better reflect the items included in the category. Categories V and XIV are
reformatted to identify the items by their predominant use. Exporters are being
provided with Chemical Abstract Service (CAS) numbers and Chemical Weapons
Convention (CWC) references. Finally, several items that have been identified as
having predominantly commercial application and no significant military
applicability are moved from the USML to the jurisdiction of the Bureau of
Industry and Security in the Department of Commerce. The transferred items are:
Category V. nitroguanidine; guanidine nitrate; compounds
composed of fluorine and one or more of other halogens, oxygen, nitrogen, and
propyleneimide 2-methylaziridine, unless the articles are compounded or mixed
with any item controlled by the USML.
Category XIV. fluorine, liquid pepper, and chloropicrin.
