Senate Bill to Continue “Non-Homeland Security Functions” DHS Agencies
April 22, 2003
On April 11, Senator Akaka (D–HI) introduced a bill (S.
910) drafted to provide for the continuation of security functions, considered
“non-homeland” related, of federal agencies that have been reassigned to the
Department of Homeland Security (DHS). Also sponsoring the legislation are
Senators Carper (D–DE) and Lautenberg (D–NJ). The bill includes provisions for
the continuation of the U.S. Customs Service operations not specifically
assigned to the DHS. Senator Akaka insisted it is necessary that these
“[a]gencies should strike the proper balance between new homeland security
responsibilities and their critical non-homeland security missions.”
