$132 Billion for Tech Research on Next Budget May Improve "Smart Export Controls"

The White House will request $132 billion for basic technology research in the 2005 budget according to officials overseeing the federal technology programs.
The Bureau of Industry and Security (BIS), responsible for commercial export control, will be receiving an increase of $8.1 million for the 2005 fiscal year if the request is approved. The increase in BIS' budget is planned for expenditures to enhance export control enforcement. The request takes into account the creation of an Office of Technology Evaluation, whose function will be to assess sensitive technology exports.
According to the Bush administration, the budget increase for technology is part of their
"smart export controls" program which is a response to complaints from industry regarding excessively restrictive export controls on technology that industry claims to be widely available.
The program is intended to focus on the impact of technology exports on national security without excessively encumbering U.S. exporters.
