Artefact Laws Threaten Salvage Operations

Courts, legislators, and diplomats have weighed in to prevent plunder of marine archaeological sites in ways that may impact commercial salvage operations. That impact may be physical and operationally disruptive, but the more insidious effect may be on the legal underpinnings of salvage which go back 3,000 years. This paper questions whether the professional salvage community has put its future in peril by not facing up to the risks these measures pose, believing their impact will be felt only by "treasure salvors".
