The U.S. Constitution is the framework of the American democracy which defines the three branches of government and their powers. Although, certain guidelines are not outlined on the doctrine, such as the enactment of spending and revenue legislation. The article explains the congressional appropriations process and the constant struggle of the Executive branch and Congress in defining their positions.
