Holland & Knight Partner Thomas Boroughs Appointed as Charter Member of the Florida Energy Systems Consortium Advisory Board

Orlando, Fla. – Holland & Knight is pleased to announce that Thomas Boroughs, co-chair of the firm's Florida Land Use team and partner in the firm's Orlando office, was recently appointed as a Charter Member of the Advisory Board for the Florida Energy Systems Consortium (FESC).
The FESC was created by the Florida state government to promote collaboration among the energy experts at its eleven supported universities to share energy-related expertise. The consortium assists the state in the development and implementation of an environmentally compatible, sustainable, and efficient energy strategic plan. The FESC Advisory Board is comprised of selected leaders in the public, private, and academic sectors. He will serve to help provide sensible advice on the directions of the organization's research, education, outreach, industrial collaboration, and technology commercialization programs.
Boroughs focuses his practice in the areas of zoning and land use regulatory matters together with real estate development, acquisition and sales. In addition to his considerable experience in zoning and land use, he also has extensive experience in various areas of real estate development, as well as transactional aspects of real estate, including purchase and sale negotiations, structuring and financing of complex commercial real estate transactions. Recently, he has developed an expertise in energy law with an emphasis upon renewable and alternative energy.
Boroughs has a long history of involvement both in his community and throughout the state. With respect to energy issues, he served as chair of the Florida Energy Commission from 2006-08. He was a member of Florida Governor Charlie Crist's Energy Action Team from 2007-2008 and was a member of the Board of the Orlando Utility Commission, serving as president from 2004-06. He has also served as chair of the Policy Maker's Council and as a member of the board of directors of the American Public Power Association from 2005-06. He currently serves as chair for the Florida Solar Energy Center.
