NEW YORK – Chester Hooper, a partner in Holland & Knight’s New York
office, was recognized for excellence and leadership in trade and logistics by
the Journal of Commerce in the February 14, 2005 issue. This is the
second year the Journal of Commerce editorial staff has recognized those
who have made a mark on the industries they represent.
Hooper practices maritime law and is one of 12 listed in the 2nd Annual JoC
Leadership Roll. He is a U.S. representative to UNCITRAL, the United Nation’s
Commission on International Trade Law, and noted for his efforts to update the
outdated Carriage of Goods by Sea Act (COGSA) of 1936 by preparing a new

by UNCITRAL is adopted, it would replace COGSA.

from May 1994 until May 1996. He earned his B.A. from Hobart College in 1963 and
his J.D. from Albany Law School of Union University in 1970.
