Holland & Knight Strengthens Public Policy & Regulation Group and Water Practice With Addition of Teno West

NEW YORK, NY and PROVIDENCE, R.I. – Holland & Knight LLP’s
legislative and regulatory practice continues to expand with the addition of
prominent attorney Teno A. West as partner in the firm’s New York and Providence
offices. West’s arrival represents the fourth significant addition to Holland &
Knight's Public Policy & Regulation Group this year.
West brings extensive experience in the areas of public contracts, government
law, water law, solid waste law, government procurement, project delivery,
infrastructure development, project planning and finance, public finance and
intergovernmental relations. His practice includes representing water,
wastewater and solid waste agencies in structuring public-private partnerships
as well as developing regional service solutions. He also advises and represents
governments in developing successful public procurement processes and
alternative project delivery arrangements, such as design/build and
design/build/operate procurements.

Prior to joining Holland & Knight, West was partner at Hawkins, Delafield &
Wood. He served as town manager of Hardwick, Vt., and town administrator of
Carlisle, Mass. In his capacity as a municipal manager, he served on regional
solid waste district governing boards in both states.
West is admitted to practice in New York and New Jersey, and is a member of
the American Bar Association, the New York State Bar Association and the New
Jersey State Bar Association. He earned his bachelor’s degree cum laude
in political science and American studies in 1984 from Saint Michael’s College,
and a master’s degree in Public Administration in 1987 from the University of
Vermont. He earned his law degree cum laude in 1993 from the New England
School of Law.
