Government Contracts: Alert - November 12, 2009

On November 30, 2009, the Supreme Court will hear oral argument in Graham County Soil & Water Conservation District v. United States ex rel. Wilson, a qui tam action brought under the False Claims Act (FCA) and appealed from a Fourth Circuit decision. The Court will use the case to resolve a split among the circuits over the scope of the FCA's "public disclosure" bar. A decision affirming the Fourth Circuit could increase qui tam litigation against any organization that does business with, or receives federal money through, federal, state and local governmental entities – and would further expand the reach of the FCA to any state or local program involving the use of federal funds.

WASHINGTON, D.C. – Holland & Knight is pleased to announce that the firm's Mid-Atlantic Region offices are a finalist for the Washington Business Journal's 2008 Philanthropy Awards. With approximately 475 attorneys and staff, the Washington, D.C., Bethesda, Md. and McLean, Va. offices are being recognized in the Community Impact category for their volunteer work in 2007. Winners will be announced at a lunch ceremony on June 17, 2008 at the Four Seasons Hotel in Washington, D.C.

Attorneys and staff in Holland & Knight's Mid-Atlantic Region offices donated tens of thousands of dollars and volunteered more than 1,700 hours organizing and participating in numerous charitable events throughout 2007. Among other activities, the offices partnered with Cleveland Elementary School and Benjamin Banneker Academic High School in the Washington, D.C., and Glen Forest Elementary and Shrevewood Elementary School in Fairfax County, Va. to provide students with tutors, mentors and role models. They also provided extensive support for Holland & Knight's Holocaust Remembrance Project, a national essay contest for high school students that is designed to encourage and promote the study of the Holocaust, including hosting the annual awards banquet in Washington, D.C. for the 10 scholarship winners.

In addition, the offices organized toiletry, book and clothing drives; sponsored and helped clean, rebuild, repaint, and repair a house through Rebuilding Together with Christmas in April; supported 10 families with children who are suffering as Iraqi refugees; sponsored and participated in the Fannie Mae Help the Homeless Walkathon; are active with The National Center for Children and Families, headquartered in Maryland; and participated in Women for Women International's letter writing exchange program with women in the Democratic Republic of Congo, along with many other efforts.

"Holland & Knight has a long history of giving back to our communities and our staff and lawyers are proud to be able to make a significant contribution locally through our philanthropic work, by providing financial support, in-kind services and direct volunteer time."
