Labor, Employment and Benefits: Alert - November 10, 2009

On October 28, 2009, President Obama signed into law a Defense Department Fiscal Year 2010 authorization bill that expands the Family and Medical Leave Act’s (FMLA) requirements with respect to “qualifying exigency leave” for family of military members and “military caregiver leave.” Specifically, qualifying exigency leave now applies to employees who have family members on active duty military service in a for­eign country, and military caregiver leave applies to family members of veterans, not just active duty service members. Although the law does not specify an effective date, it ap­pears to take effect immediately.

Holland & Knight Partner Tommy Boroughs Named Chair of the Policy Advisory Board of the Florida Solar Energy Center

ORLANDO, Fla. – Holland & Knight is pleased to announce that Tommy Boroughs, a real estate and land use partner in the firm's Orlando office, has been elected chair of the Policy Advisory Board of the Florida Solar Energy Center (FSEC) for a two-year term.

Created in 1975 by the Florida Legislature, the FSEC is the largest and most active state-supported renewable energy and energy efficiency research, training, testing and certification institute in the country. The center's 150-member staff includes 95 professionals with expertise in engineering, energy research, building science, energy and policy analysis, and education and training. The FSEC's mission is to research and develop energy technologies that enhance Florida's and the nation's economy and environment and to educate the public, students and practitioners on the results of the research.

Boroughs, who co-chairs the firm's Florida Land Use Team, focuses his practice on the areas of zoning and land use regulatory matters together with real estate acquisition and sales. In addition to his experience in zoning and land use, he also has extensive experience in transactional aspects of real estate, including purchase and sale negotiations, structuring and financing of complex commercial real estate transactions.

Boroughs has a long history of involvement both in his community and throughout the state. With respect to energy issues, he served as chair of the Florida Energy Commission from 2006-08. He currently is a member of Florida Governor Charlie Crist's Energy Action Team and a member of the Board of the Orlando Utility Commission, serving as president from 2004-06. He has also served as chair of the Policy Maker's Council and as a member of the board of directors of the American Public Power Association from 2005-06.
