Environmental justice – a mix of environmental and civil rights law and policy – is receiving in­creased attention in the Obama Administration, bringing with it challenges and opportunities for municipalities, facilities and others operating in low-income and minority communities. This alert discusses various aspects of environmental justice and the implications for the Obama Administration. Due to Oregon's onerous state income tax, a practitioner may find that some clients will attempt to establish that they are not residents of Oregon but are instead residents of neighboring Washington, which imposes no state income tax on it residents. However, the process of changing one's residence for tax purposes is more difficult than simply purchasing a house in Washington.
