Gilleece brings significant experience providing strategic business advice to government contractors
WASHINGTON, D.C. - Holland & Knight’s legislative and regulatory
practice bolsters its government procurement capabilities with the addition of a
prominent lawyer well-regarded for her capabilities in providing strategic
guidance to government contractors. Mary Ann Gilleece joins the firm’s Public
Policy & Regulation Group as a partner in the Washington, D.C., office, and will
assist corporations in the development and implementation of their strategic
business plans.
Gilleece has extensive experience counseling domestic and foreign
corporations on a wide spectrum of issues related to legislative, government
contract and business matters. Having held senior positions in both executive
and legislative branches of government, she brings considerable knowledge of
laws, regulations and internal government procedures concerning the government
acquisition process. She advises clients on complex business, legal, legislative
and regulatory matters involving defense and civilian agencies.

Prior to joining Holland & Knight, Gilleece was a founding attorney and
managing director with Van Scoyoc Kelly PLLC. Early in her career, she served as
an assistant attorney general for the Commonwealth of Massachusetts and
practiced law privately. She served as counsel to the U.S. House of
Representatives Committee on Armed Services for six years, and was responsible
for committee functions relating to federal contracting legislation and
government procurement methods. She later served as deputy undersecretary of
defense for Research and Engineering (Acquisition Management) with primary
responsibility for all matters concerning management and policy for the
Department of Defense acquisition and manufacturing processes.
Gilleece earned her LL.M. in government procurement law from George
Washington University in 1982, her J.D. in 1972 from Suffolk University Law
School, and her bachelor’s degree from the University of Connecticut in 1962.
She was named “Outstanding Alumni” at Suffolk University Law School in 1979.
Gilleece serves on the board of directors for several companies and
organizations, including McDonald Bradley, Inc. in Vienna, Va., Firearms
Training Systems, Inc. just outside of Atlanta, the National Defense Industrial
Association, the Washington Chapter of NDIA, and the USO of Metropolitan
Washington. As a member of the Board of Advisors and a Fellow, she is also an
active member of the National Contract Management Association (NCMA). Gilleece
has held leadership positions in both the American Bar Association and the
Federal Bar Association.
