Labor, Employment and Benefits: Alert - November 10, 2009

On October 28, 2009, President Obama signed into law a Defense Department Fiscal Year 2010 authorization bill that expands the Family and Medical Leave Act’s (FMLA) requirements with respect to “qualifying exigency leave” for family of military members and “military caregiver leave.” Specifically, qualifying exigency leave now applies to employees who have family members on active duty military service in a for­eign country, and military caregiver leave applies to family members of veterans, not just active duty service members. Although the law does not specify an effective date, it ap­pears to take effect immediately.

Heather Bowman Joins the Public Policy & Regulation Group in Holland & Knight's San Francisco Office

SAN FRANCISCO – Holland & Knight is pleased to announce that Heather Bowman has joined the firm's San Francisco office as a senior counsel in the Public Policy & Regulation Group. Prior to joining Holland & Knight, Bowman served for four years as the Manager of Policy and Compliance for Hewlett Packard's (HP) Americas Product Take Back Organization, and prior to HP as Director of Environmental Affairs and Deputy General Counsel at the Electronic Industries Alliance (EIA).

"Heather brings a wealth of environmental and policy experience to Holland & Knight," said Rich Gold, head of the firm's Public Policy & Regulation practice. "As our practice continues to grow, Heather will be a valuable resource to our West Coast team."

Bowman practices in the areas of legislative, environmental and natural resources law. She works with clients to address environmental compliance, policy strategy and due diligence with an emphasis on legislative and regulatory strategy development. Bowman has experience with mandatory take back/recycling initiatives, as well as product compliance strategies for companies dealing with material restriction and energy use regulations.

During her time at HP, Bowman was responsible for electronics recycling advocacy and compliance in the Americas region, and created their successful U.S. state strategy. Prior to HP, she led industry efforts for EIA's product ecology initiative, including advocacy at the state, federal and international levels.
