The award is given each year in recognition of extended and distinguished service to the national contracting organization. Dickson has been a member of NCMA since 1972 and holds the organization's titles of "Fellow" and "Certified Professional Contracts Manager." Dickson is a member of Holland & Knight’s government contracts practice group and counsels client companies on a wide range of government, commercial, and construction contracting issues and related litigation at the federal, state, and local levels. He has considerable experience in matters involving prime – subcontractor relationships, security clearances, "organizational conflicts of interest" and whistleblower litigation.

Prior to entering private practice, Dickson was on active duty with the Air Force as an attorney specializing in contract law issues and criminal procedures. After leaving active duty, he continued in the Air Force part-time with the Judge Advocate General’s Corps Reserve and retired with the grade of Colonel.
