CHICAGO – David D. Streicker has rejoined the Chicago office of Holland & Knight as a senior counsel in the firm's Real Estate Section. Streicker returns to Holland & Knight after serving as the General Counsel and Ethics Officer for the Illinois Department of Commerce and Economic Opportunity, the state's primary economic development agency focused on business expansion and the development of Illinois’ energy resources.

Streicker is a member of Holland & Knight’s Energy Team, and the national Land Use and Government Practice Team. His practice is primarily focused on complex project finance and development, with a particular emphasis on energy, brownfields and corporate site selection. He advises clients on issues including public sector financial participation, tax credits, government entitlements, public/private partnerships, environmental and natural resources regulation, land use and property rights issues, and Illinois legislative matters, among others. In addition to his project development expertise, Streicker also is an experienced litigator, having tried numerous matters in both state and federal courts, along with administrative hearings, binding arbitrations and mediations.
Streicker is a member of the Global Task Force on Carbon Sequestration at Columbia University's Earth Institute and has been a featured speaker and panelist at numerous conferences on energy-related development.
