Environment: Alert - November 18, 2009

Environmental justice – a mix of environmental and civil rights law and policy – is receiving in­creased attention in the Obama Administration, bringing with it challenges and opportunities for municipalities, facilities and others operating in low-income and minority communities. This alert discusses various aspects of environmental justice and the implications for the Obama Administration. Federal agencies, including the DOJ and EPA, have concluded that low-income and minority communities bear a greater environmental risk than the general population. Now is the right time to take stock of your environmental justice situation and take any prudent proactive steps.

Holland & Knight Partner Alan Dickson Awarded the Charles A. Dana Distinguished Service Award by the National Contract Management Association

Los Angeles – The Holland & Knight law firm is pleased to announce that Alan Dickson, a partner in the firm's Los Angeles office, was recently awarded the Charles A. Dana Distinguished Service Award by the National Contract Management Association (NCMA). Dickson accepted the honor at NCMA’s 2009 World Congress this spring.

The award is given each year in recognition of extended and distinguished service to the national contracting organization. Dickson has been a member of NCMA since 1972 and holds the organization's titles of "Fellow" and "Certified Professional Contracts Manager." He has also served as President of two NCMA chapters (Albuquerque and San Fernando Valley) and as a member of the organization's national Executive Advisory Board, and has previously been awarded several other honors by NCMA.

Dickson is a member of Holland & Knight’s government contracts practice group and counsels client companies on a wide range of government, commercial, and construction contracting issues and related litigation at the federal, state, and local levels. He has considerable experience in matters involving prime – subcontractor relationships, security clearances, "organizational conflicts of interest" and whistleblower litigation.

Prior to entering private practice, Dickson was on active duty with the Air Force as an attorney specializing in contract law issues and criminal procedures. After leaving active duty, he continued in the Air Force part-time with the Judge Advocate General’s Corps Reserve and retired with the grade of Colonel. He has also been a frequent speaker and writer on legal and contractual aspects of government programs, and has taught courses in government procurement law and related subjects for many years.
