Allison V. Feierabend practices in the areas of government contracts and business litigation. Ms. Feierabend's government contracts experience includes bid protests, compliance programs, contract disputes, contractor claims, and counseling clients on diverse government contracts issues. Ms. Feierabend's protest experience includes dozens of military and civilian agency procurements before the Government Accountability Office, the United States Court of Federal Claims, and the Office of Dispute Resolution for Acquisition and spans an array of protest issues, including size protests, both on behalf of protestors and intervenors. Ms. Feierabend has successfully negotiated entering an administrative compliance agreement in exchange for removing a client from the Excluded Parties List, and has subsequently worked with the client to develop and administer a compliance program in accordance with agency requirements. She also has experience defending Federal False Claims Act actions, including cases relating to Organizational Conflicts of Interest issues and retaliation claims. Ms. Feierabend counsels large and small government prime contractors and subcontractors on procurement law issues including suspensions and debarments, intellectual property and technical data rights, organizational conflicts of interest, Freedom of Information Act (FOIA) requests, reverse-FOIA issues, limitations of funds, the Berry Amendment, and various contract clauses, including flow-down clauses. Ms. Feierabend also assists government contractors with internal investigations, responding to government subpoenas, and criminal investigations. She regularly reviews government contracts as part of the due diligence process for potential mergers and acquisitions. Ms. Feierabend provides training on government contracting rules, regulations, and policies, and participates in panels on various government contract issues.
Ms. Feierabend also has worked on a wide variety of commercial litigation cases, including cases arising in the intellectual property, environmental, and construction industries.
