Thomas F. Morante focuses on insurance, banking and finance, and securities matters in the U.S. and internationally. He advises financial services clients on authorization, licensing, product development, sales and marketing practices, and regulatory compliance with respect to life insurance, variable products, hedge funds, health insurance, and title insurance. He also counsels clients relative to insurance company mergers and acquisitions, formation of captive insurers, reinsurance transactions, and compliance issues regarding offshore insurance transactions.
With respect to the global financial crisis, he is counseling clients on the U.S. Department of Treasury's Financial Regulatory Reform Proposal, current stimulus programs under The Emergency Economic Stabilization Act of 2008 including TARP, the Capital Purchase Program and the Legacy Securities and Legacy Loans Public Private Investment Program. In addition, he is advising clients with respect to proposed legislation with respect to the Optional Federal Charter for insurers, creation of an office of national insurance and the Consumer Financial Protection Agency. He has also advised foreign governments in connection with insurance reform legislation.
