Timothy N. Bergan focuses on banking, financial institutions and regulatory matters. His public policy, regulatory and legislative experience aids his representation of clients in a wide variety of matters, including the regulation, supervision and examination of international banks by the Board of Governors of the Federal Reserve System, the Federal Reserve Banks of New York, Chicago, Atlanta and San Francisco, the Federal Deposit Insurance Corporation, and state bank supervisory agencies including New York, Illinois, California and Florida. Mr. Bergan also represents clients in regulatory compliance matters, including issues related to the Bank Secrecy Act and Anti-Money Laundering Compliance program development and implementation. He is a member of Holland & Knight's Compliance Services Team, which focuses on providing compliance solutions and representations in a broad range of complex matters affecting heavily regulated industries, including banks and other financial institutions, health care, government contracts, real estate, securities and other companies.

Before joining Holland & Knight, Mr. Bergan served as senior vice president, International for the Conference of State Bank Supervisors (CSBS), the professional association of state government agencies that regulate and supervise state-chartered domestic banks and state-licensed-offices of foreign banks doing business in the United States. He was CSBS’ executive for legal, policy and regulatory matters affecting international banking. Mr. Bergan led advocacy efforts on behalf of state bank supervisors and state-licensed foreign banks, which account for some 85 percent of the more than $1.3 trillion of foreign bank assets in the United States. In this role, he coordinated the activities of international banks and supervisors in the key states where foreign bank assets are concentrated, focusing on the benefits foreign banks contribute to the local economies in those states and the regions in which they do business. In addition, Mr. Bergan served as principal liaison among state banking supervisors, Federal bank regulators, and foreign banks. He provided incisive legal analysis on regulatory, legislative and policy matters affecting foreign banks doing business in the United States, and drafted legislation and comment letters on proposed regulations to advance the interests of international banking.
