William A. Lawrence practices in the area of government contract procurement, representing municipal governments as procurement and contract counsel in the solid waste, water, wastewater, and infrastructure areas.
Mr. Lawrence has participated as special contract counsel or negotiating counsel in water and wastewater treatment, infrastructure, solid waste and public asset monetization projects for the State of New Jersey; San Antonio (TX); Monmouth County (NJ); Rockland County (NY); Spokane (WA); Cumberland County (NJ); and Warren County (NJ).
Mr. Lawrence has been involved in the negotiation of construction and operation agreements, development and drafting of requests for proposals and other procurement documents, and drafting of procurement legislation. Through his representation of governmental clients, Mr. Lawrence has provided legal advice in connection with alternative project delivery arrangements, such as design-build and design-build-operate procurements.
Prior to entering private practice, Mr. Lawrence served as a Central Staff Court Attorney for the New York State Court of Appeals.
