Manuel R. Espinoza is an alcohol beverage consultant with Holland & Knight's San Francisco office. He was appointed by Secretary Maria Contreras-Sweet on July 15, 2000, as the Interim Director of the California Department of Alcoholic Beverage Control and was responsible for the administration of the Department's headquarters office, 26 field offices, 473 employees and a budget of $36 million.
