Anita Mosner practices in the areas of aviation law, public policy and regulation, competition and international law. Although her primary emphasis is on matters affecting the commercial aviation industry, she has broad-based experience in handling policy and commercial matters in other modes of transportation.

Ms. Mosner has significant experience in the financial and strategic aspects of the commercial aviation business. With a background in consulting as well as law, Ms. Mosner has helped her clients to evaluate prospective acquisition targets, develop their business plans and design their route networks. This deep understanding of the operational and commercial sides of the business has enabled Ms. Mosner to tackle the legal sides of complex business disputes and operational problems. Ms. Mosner also has handled all phases of the carrier start up and licensing processes.

Ms. Mosner has assisted several of her clients in selecting prospective alliance partners, and has handled all phases of the negotiation and documentation of the commercial agreements which underlie those arrangements. She also has assisted several airline clients in obtaining antitrust immunity for their alliance activities.

Ms. Mosner has very strong experience in handling international aviation negotiations and disputes. For example, she defended a major international airline against allegations brought under the International Air Transportation Fair Competitive Practices Act that the airline (and its homeland government) were depriving United States carriers of their rights under a bilateral air service agreement. An expert in government affairs and communications matters, Ms. Mosner has devised and led extensive lobbying and public affairs campaigns designed to further her clients' objectives. She also assists clients in a wide variety of other government affairs matters, including seeking Congressional support for key industry initiatives.

Ms. Mosner devotes a considerable amount of her time to compliance matters. She has briefed several airlines and trade associations on the fundamentals of antitrust and competition law, focusing particularly on techniques for recognizing and avoiding antitrust risk. Ms. Mosner also offers counseling and compliance support in other substantive areas. She has defended major enforcement actions involving the breach of security regulations, and Customs and Immigration rules. She also has assisted in the defense of cases involving the improper carriage of hazardous materials.

Ms. Mosner has handled both the commercial and regulatory sides of several airline investment transactions. She is especially knowledgeable in analyzing prospective foreign investments in U.S. airlines, having secured approval for several major investments in U.S. air carriers. She also served on a committee of experts which advised the Department of Defense on the possible effect that changes to rules governing non-U.S. investment in U.S. airlines might have upon the Civil Reserve Air Fleet program. Anita routinely practices before the Department of Transportation, Federal Aviation Administration, Transportation Security Administration and other agencies.

Ms. Mosner has handled both administrative and appellate litigation, and regularly offers pre-litigation counseling to her airport and airline clients. Ms. Mosner also has served as an expert for parties engaged in high stakes litigation.
