Barbara J. Wilkins practices in the Public Policy and Regulation Section and focuses on state legislative and regulatory matters. She represents clients before the Maryland General Assembly and other governmental entities. Her representation has included assisting companies with highway access issues, contracting opportunities, procurement-related concerns and funding for surface transportation infrastructure.

Prior to entering private practice, Ms. Wilkins was vice president of government affairs for the Maryland Chamber of Commerce. In this capacity, she was responsible for all advocacy efforts in behalf of general business interests, including strategy development, legislative drafting and public spokesperson for matters concerning employment and labor issues.

Ms. Wilkins also served as the senior aide to the Maryland Senate Republican Leader.

Ms. Wilkins's represents and advises businesses and trade associations on legislative strategy, government contracting, economic development incentive funding opportunities, and compliance with state ethics and campaign finance laws. Ms. Wilkins's representation includes general advice, consultation, legislative drafting, testimony before legislative bodies, negotiations with government agencies, and all aspects of government relations.
