David D. Streicker is a Senior Counsel in Holland & Knight’s Energy, Environment, Land Use, and Government Practice Groups. Mr. Streicker’s practice is primarily focused on complex project finance and development, with a particular emphasis on energy, brownfields, and corporate site selection. He advises clients on issues ranging from public sector financial participation, tax credits, public/private partnerships, environmental and natural resources regulation, land use and property rights issues, and legislative matters, among others.

Prior to rejoining Holland & Knight, Mr. Streicker served as the General Counsel and Ethics Officer for the Illinois Department of Commerce and Economic Opportunity (“DCEO”). DCEO is the State of Illinois’ primary economic development agency, focused on business expansion and the development of Illinois’ energy resources. In his capacity as General Counsel, Mr. Streicker was the State’s lead attorney for all major development projects, including brownfields reuse, manufacturing expansion, ethanol/biodiesel plants, wind farms, power plant construction and retrofits, coal gasification facilities (including IGCC, CTL, and SNG projects), and corporate site selection.

Among the many matters that Mr. Streicker actively participated in while at DCEO was the opportunity to lead the State’s legal efforts to successfully land the FutureGen Project (the world’s first near zero emission coal fired power plant) and direct the State’s efforts to maintain and expand and its military infrastructure during the 2005 round of Congressionally mandated military base closures. Both of these assignments included extensive legislative efforts (in the case of FutureGen drafting a first-of-its-kind comprehensive liability management and land use scheme to promote carbon capture and sequestration) and close interaction with all levels of government including the Governor, the Illinois Congressional Delegation, local community leadership, and the leadership of various executive agencies, including the United States Departments of Defense and Energy, the Illinois Department of Transportation, Illinois Environmental Protection Agency, the Illinois Department of Natural Resources, the Illinois Department of Revenue, the Illinois Historic Preservation Agency, and the Illinois National Guard.

Mr. Streicker has been a featured speaker and panelist at several conferences on energy related development. These have included the 2008 Electric Power Conference, the 2008 Southeast Regional Carbon Sequestration Partnership Stakeholders Workshop, and the inaugural meeting of the Global Task Force on Carbon Sequestration, sponsored by the Earth Institute at Columbia University.

In addition to his project development expertise, Mr. Streicker is also an experienced litigator, having tried many matters in both state and federal courts, along with administrative hearings, binding arbitrations, and mediations. He was appointed a Special Attorney General while with DCEO to protect the Department’s interests before the Illinois Commerce Commission and for grant funds recovery matters.
