David C. Whitestone practices in the area of appropriations, transportation and government relations emphasizing legislative counseling, strategy development, drafting and monitoring of federal, state and local government activities.
Prior to entering private practice, Mr. Whitestone served on the legislative staff of U.S. Rep. Frank R. Wolf, chairman of the House Appropriations subcommittee on Transportation. As the associate, Mr. Whitestone assisted the Chairman in developing the annual budget of the U.S. Department of Transportation including the FAA, FHWA, FTA, NTHSA, STB, NTSB, Amtrak and the Coast Guard and drafted bill and report language implementing national and local transportation strategies. Mr. Whitestone continues to practice in these areas on behalf of many of the nation's leading transportation industry entities.
In addition, Mr. Whitestone has assisted clients in advancing their goals by successfully navigating the federal budget. By leveraging his knowledge of the appropriations process and his contacts with key legislators and staff, Mr. Whitestone has developed a reputation as an effective advocate on matters before the Departments of Defense, Homeland Security, Commerce, Justice, Energy and Education.
Prior to his appropriations committee work, Mr. Whitestone also served as a press secretary where he gained a thorough understanding of television, radio, print and electronic media in large, medium and small markets.
