Hal Flowers practices out of Holland & Knight's Tampa office (with regular on-site and virtual participation in Boston, Chicago, District of Columbia, Fort Lauderdale, Miami, New York, and San Francisco, i.e., many of the jurisdictions in which Holland & Knight maintains offices) and assists clients with numerous commercial issues, including entity formation, real estate, intellectual property and general business transactions. As part of the firm's Alcohol Beverage Practice Group, Mr. Flowers focuses on issues relating to transactions (i.e., merger & acquisition, distribution, bottling, and manufacturing agreements), licensure, regulatory compliance, e-commerce and intellectual property rights.
A significant portion of Mr. Flowers' alcohol beverage practice is dedicated to assisting manufacturers, importers and wholesalers with a host of issues, including: federal and state licensing and label approval; zoning; franchise laws; distributorship agreements; federal and state excise taxation; bottle laws; and distribution and merger & acquisition issues. For retailers in the alcohol beverage and hospitality industries, in addition to transactional and general licensing matters, Mr. Flowers assists with both regulatory compliance issues and general multi-state corporate, intellectual property, litigation, and real estate matters (utilizing, as commercially most practicable, professionals among Holland & Knight’s U.S. offices). He also frequently assists members of the transportation, airline, warehousing and shipping industries on alcohol related issues. Additionally, Mr. Flowers also counsels manufacturers and importers of water and other non-alcohol products.
Mr. Flowers has addressed both the National Conference of State Liquor Administrators, an association comprised of all "license" or "open" states, and the National Alcohol Beverage Control Association, an association of all "control" states. Mr. Flowers also regularly addresses various trade groups on alcohol beverage issues.
