Heather S. Bowman

Heather Bowman is Senior Counsel with Holland & Knight's Public Policy and Regulation practice group in the firm's San Francisco office. Ms. Bowman's practice is focused in the areas of US, foreign and international legislative, environmental and natural resources law. She works with clients to address environmental compliance, policy strategy and due diligence with an emphasis on legislative and regulatory strategy development. Ms. Bowman has experience helping industry deal with mandatory "take back" and recycling initiatives, as well as product stewardship and compliance strategies for companies dealing with material restriction and energy-use regulations. She also has experience in the environmental aspects of product recall programs.

Ms. Bowman has experience with a wide range of US federal statutes and related state and local laws, including Clean Air Act, RCRA, CERCLA, Clean Water Act, OSHA, and TSCA. Her practice includes enforcement and investigation counseling and representation, and developing compliance plans for domestic and multinational companies. In the international arena, Ms. Bowman works with firm partners such as Tad Ferris and Hongjun Zhang on Asia-Pacific, including China, regulatory matters, assisting with regional and country-specific projects involving environmental, health, safety, product and other matters. In this capacity, Ms. Bowman assists with management of local counsel for clients in specialized areas such as product quality and environmental law. For China, Ms. Bowman brings to bear for clients preparing for the country's new product take-back programs, her extensive industry experience in developing product recycling advocacy and compliance programs, as discussed further below.

Before coming to Holland and Knight, Ms. Bowman served for four years as the Manager of Policy and Compliance for Hewlett Packard's Americas Product Take Back Organization. In that capacity, she was responsible for electronics recycling advocacy in the Americas region, along with regulatory compliance. Ms. Bowman was also responsible for created several multi-stakeholder coalitions in effort to promote company policy initiatives. She also assisted in the development of a comprehensive legislative and regulatory strategy in the United States, Latin America and Canada.

Prior to joining HP, Ms. Bowman was the Director of Environmental Affairs and Deputy General Counsel at the Electronic Industries Alliance (EIA) in Arlington, VA. Her responsibilities included trade association compliance issues and managing EIA's Environmental Issues Council. Ms. Bowman led the industry efforts on its product ecology initiative, including advocacy at the state, federal and international levels. Earlier in her career, she worked for Stevens Law Office, a general practice law firm in Stowe, VT, and she continues to be a member of the Vermont Bar Association. Some of her other relevant experience includes working for the Department of Environmental Conservation in Raybrook, NY, as a legal intern focusing on environmental enforcement issues. Ms. Bowman also worked on environmental issues for the Attorney General's office and the Office of Solid Waste at the Maryland Department of Environment and served as clerk for the Honorable Nancy B. Shuger in Maryland's District Court.
