Julie Cline is an urban planner and practices in the area of land use. She brings over 18 years of experience in planning and development in Northern Virginia, involving over seven jurisdictions.

In addition to her hands-on experience in obtaining entitlements for land use projects, she also has significant experience in the field of residential development for Centex Homes, a nationwide homebuilder. Her experience in higher profile land use cases includes obtaining approvals with the project team for Centex Homes New Bristow Village, a 520 unit residential development in Prince William County centered on a cultural resource preservation park. The project won approval from the Prince William County and Centex was presented with an award from the Civil War Preservation Trust for the resulting development. As an Entitlement Manager for Centex Homes, Ms. Cline was responsible for the development of residential projects throughout Northern Virginia, in addition to the business unit formed to develop infill urban condominium developments in Northern Virginia, Maryland and the District of Columbia.

Ms. Cline's involvement in the field of land use and development has become multi-faceted over the years which has allowed her to approach land use and development approvals knowing the perspective of both the developer and the approval authority.

Prior to joining Holland and Knight, Ms. Cline was affiliated with Centex Homes, and with a law firm based in Prince William County. Prior to joining the private sector, she was a senior land use planner with Fairfax County.
