Jill G. Cooper, AICP, is an urban planner and practices in the area of land use and zoning. Ms. Cooper is experienced in local land use policy and practice in both the District of Columbia and multiple jurisdictions in Virginia.
Ms. Cooper's experience includes obtaining variance and special exception relief for property owners before the District of Columbia Board of Zoning Adjustment; processing planned unit development and map and text amendment applications before the District of Columbia Zoning Commission; and preparing feasibility and zoning reviews for properties throughout the District of Columbia. Ms. Cooper's experience in Virginia has been focused primarily in Fairfax and Loudoun Counties and includes the preparation and management of land development applications; the representation of clients before public bodies and community groups; and the conduct of property feasibility analyses.
