Keith M. Wiener is the national firmwide Government Representation Team Leader for Holland & Knight. Mr. Wiener practices in the areas of government law, government contracts and procurement, government relations, construction, affirmative action, transportation, civil rights, education law, administrative and regulatory law, land use and zoning, public finance, and public policy litigation. He has more than 29 years of experience representing local and state governmental entities, businesses that interact with governmental entities, government relations, government contract negotiations and transactions, construction law involving government construction projects, Disparity Studies, civil rights, public finance, local, state and federal small business, SDB, MWBE and DBE programs and compliance, education law, alcohol beverage, and commercial and government contract litigation. He advises on matters involving construction, project management, public transportation, government finance, contract compliance, public bidding, planning and community development, purchasing, public works, education, land use and zoning, affirmative action, Disparity Studies, and regulatory and administrative law. He engages in advice, investigations, negotiations, claims analysis, dispute resolution, mediation, arbitration, and litigation concerning construction, contracting and purchasing activities, bid preparation, bid disputes, bid protests, awards and RFPs.
Mr. Wiener’s government representation includes extensive experience representing local and state governmental entities. His experience involves providing advice and representation of departments and divisions that are responsible for contracting and purchasing activities, construction and project management, public finance, public works, public buildings, water and waste water treatment plants, community development, civil rights, bid preparation and evaluation and contract compliance. He served for more than 20 years as outside Assistant and First Assistant County Attorney for the largest county (pop. 850,000) in the metropolitan Atlanta area.
Mr. Wiener represents and advises businesses in connection with their governmental procurement and contracting activities, including bid preparation, responses to requests for proposals for government projects and contracts, bid disputes and protests, contract negotiations, and contract disputes. Mr. Wiener represents businesses regarding all aspects of their relations, interaction, contracting activities and procurement with governmental entities.
Mr. Wiener has extensive experience advising and representing businesses and state and local governments, including municipalities, counties, departments of transportation and transportation authorities, in the area of Disparity Studies, Disadvantaged Business Enterprise (DBE) and Small and Disadvantaged Business (SDB) Programs, Minority and Women Owned Business Enterprises (MWBE) Programs, Small and Equal Business Opportunity Programs, Race and Gender Neutral Programs, Small Business Administration (SBA) Regulations, compliance with local, state and federal laws, regulations and ordinances regarding DBE, SDB, MWBE, SBA and related programs, Disparity Studies and litigation relating to these programs.
Mr. Wiener’s representation includes general advice, consultation, attendance at public meetings and hearings, preparation of legislation and resolutions, negotiation and litigation concerning the contracting and purchasing activities of governmental entities. He has written and lectured at seminars and before various local, state and national organizations concerning the topics of government law, government contract compliance, Disparity Studies, civil rights, affirmative action and small emerging, disadvantaged and minority and women owned business enterprise participation programs and open records and meetings law. He has engaged in the preparation of legislation, including providing testimony, concerning contract compliance, public works and purchasing bidding requirements, affirmative action and minority and women owned business enterprise participation programs, equal business opportunity and small emerging business programs, race and gender neutral business programs, equal employment opportunity provisions, and nondiscrimination provisions.
