Louis B. Antonacci is an associate in the Washington, DC office of Holland & Knight where he practices construction, government contracts, and international law. Mr. Antonacci has extensive experience representing general contractors, subcontractors, designers, and the federal government in construction disputes and issues regarding contract administration. He has also assisted clients in bid protests before the U.S. Comptroller and at the state level.
Mr. Antonacci has represented several multinational general contractors in construction contract claims against subcontractors and public owners. He has assisted clients in a wide variety of construction contract disputes arising out of projects for the construction of U.S. embassies, highways, tunnels, bridges, condominiums, commercial developments, and power plants.
Mr. Antonacci has complex litigation experience. He represented a general contractor who simultaneously brought numerous claims, totaling over $45 million, against the U.S. Department of State for delays of both the U.S. and foreign governments on three separate projects for the construction of U.S. embassy buildings located in Western Europe, Asia, and the Caribbean. Mr. Antonacci assisted in the preparation of those claims, their prosecution before the Civilian Board of Contract Appeals, and preparation for settlement negotiations, requiring expertise in both construction and government contracts law, as well as researching and analyzing foreign land use laws and building codes.
Prior to entering private practice, Mr. Antonacci practiced military construction law for the U.S. Army Corps of Engineers in the Corps' Civilian Honors Program. In that capacity, Mr. Antonacci was the lead attorney representing the United States in its contracts for the construction of facilities to destroy stockpiles of chemical weapons in the United States and the Russian Federation. Mr. Antonacci also assisted in the negotiation and drafting of executive agreements between defense agencies of the United States and the Russian Federation in order to assist both countries in achieving their objectives under the Chemical Weapons Convention. He also spent time in Baghdad, Iraq assisting the Corps in its reconstruction efforts in support of Operation Iraqi Freedom.
Mr. Antonacci is not currently registered to practice in the District of Columbia; however, he is practicing under the supervision of an admitted DC attorney.
