Lloyd Jordan is a Partner in the firm and has over 26 years of experience in assisting businesses and governments to complete complicated financial transactions. In his practice he provides legal advice and consultation to entities and attorneys in the areas of government relations, business law and financings, real estate, insurance and regulatory law. His experience includes defining business structures and financings either through venture, debt or equity transactions, and has participated in over $6 billion of business and/or government transactions involving deal structure, financing, regulatory review and approvals, or government relations. He is well versed in insurance law and has represented both private and governmental entities regarding insurance matters.
Mr. Jordan’s understanding and knowledge of government operations comes from his service as a government executive as well as a consultant to governments. Positions in which he has served in the government sector include Director of Regulatory Affairs for the District of Columbia Government in Washington, D.C., and the Chief Administrative Officer of the City of St. Louis, Missouri. While Director of Regulatory Affairs, Mr. Jordan was responsible for the structure and regulation of business entities, housing codes, zoning , real estate, building and land regulations. He served on the Mayor's Economic Development Task Force; chaired the District of Columbia’s Regulatory Reform Task Force; and was a member of the District of Columbia's Technology Task Force. As a Sports Commissioner, he assisted in the City in obtaining a major league baseball team and the development of a new $600 million sports complex.
In St. Louis, Mr. Jordan managed the municipal services of 24 departments within the City of St. Louis government. He is the former Chief Executive for the St. Louis Development Corporation, as well as former President of the St. Louis Financing Corporation, which managed the issuance of over $700 million in financings. During his tenure in St. Louis government, he also assisted in the City’s acquisition of the St. Louis Rams and the financing plan to maintain the 67,000 seat dome stadium. Further, Mr. Jordan is credited with single-handedly creating the finance plan that rescued Trans World Airlines from bankruptcy.
Mr. Jordan’s expertise in business structuring and financings results from his experience as the president and/or general counsel to a number of new venture capital companies, where his efforts focused on investments in small to medium size businesses in the areas of start-ups, growth capital, technology and food service.
Mr. Jordan's experience in insurance is a result of his services as counsel to some of the world’s largest insurance companies, including CNA, State Farm, Travelers, Allstate, Farmers, Liberty Mutual, Continental Casualty Company, Continental Assurance and Prudential Insurance. In addition to representing insurance companies, uniquely, Mr. Jordan has experience as an insurance regulatory attorney having served as counsel to the commissioners of insurance for domestic and Caribbean regulatory agencies. Mr. Jordan has served as court-appointed receivership attorney in both the continental U.S. and the U.S. Virgin Islands.
