Martin Fine practices in the areas of administrative law, real estate, and environmental and land use law, emphasizing tax exempt financing and housing. Mr. Fine's 45-year commitment to the promotion of low income housing began with his membership and Chairmanship (1956-66) of The City of Miami Housing Authority in 1956. Mr. Fine served as President of the Florida Association of Housing Authorities in 1964. Mr. Fine was responsible for the proposal and implementation of the legislation for the Documentary Stamp Program in the Florida Legislature which provides approximately $12 million annually for financing to low income families to become first-time homeowners in Dade County.

Mr. Fine has had extensive experience in working with the City of Miami and Metropolitan Dade County Zoning Departments in all phases of zoning and land use matters.

Mr. Fine is the author of several publications and proposals, including a book, Reflections On the Vision, that deals with the future growth of Downtown Miami.

Among Mr. Fine's civic, community and charitable organization involvement, Mr. Fine served as a Member and Chairman of the Board of Trustees of Miami-Dade Community College; is a 20-year member of the Board of Directors of The Enterprise Foundation, which is engaged in assisting local non-profit entities in their community development and low-income housing programs; former Chairman of the South Florida Coordinating Council; and former Board member and Vice Chairman of the City of Miami Downtown Development Authority.
