Mark Steger is a Partner in the Public Policy & Regulation Group of Holland & Knight, where he is a member of the firm's Environmental Team. Mr. Steger regularly provides counseling to clients on environmental regulatory matters and performs environmental compliance audits. He has extensive experience with environmental regulations relating to air pollution, water pollution, solid and hazardous waste management, underground storage tanks, public water supplies, wetlands, landfill siting and noise pollution. He also has been involved in representing clients in rulemaking, permitting, variance and enforcement matters under federal, state and local environmental statutes and ordinances.
Mr. Steger also regularly counsels real estate developers, corporations and financial institutions on environmental audits and due diligence matters in connection with real estate and other financing transactions and mergers and acquisitions. These activities include reviewing environmental site assessments, conducting facility inspections, interviewing employees, selecting environmental consultants and drafting contract language. He also represents clients in Brownfield projects involving property that is being redeveloped for commercial or residential purposes. These projects typically involve sites that have environmental issues that need to be resolved as part of the redevelopment of the property. Mr. Steger's advice includes reviewing documents, evaluating environmental risks, selecting consultants and drafting contract language.
In addition, Mr. Steger has represented many clients in proceedings involving the Comprehensive Environmental Response, Compensation and Liability Act (Superfund) and similar state statutes. He has acted as common counsel for steering committees as well as allocation committees. He has participated in negotiations with federal and state agencies regarding implementation of Remedial Investigation/Feasibility Studies, Engineering Evaluation Cost Analysis, and Records of Decision. He also represents clients in connection with insurance claims regarding Superfund liabilities.
Mr. Steger has a national practice and regularly speaks at seminars on environmental matters.
