Pamela A. Thomas practices in the firm's litigation department, primarily in the area of health care regulation. She has extensive experience in licensing and regulatory compliance matters pertaining to all types of health facilities and provider types, particularly wholesale distributors of prescription drugs, pharmacies, health care clinics, and long-term care facilities. Ms. Thomas regularly represents clients before the Florida Agency for Health Care Administration and the Florida Department of Health. She has defended many different types of enforcement actions by these agencies, including violations of pedigree paper requirements, drug handling and storage, quality of care deficiencies, and Medicaid overpayments.
Prior to joining Holland & Knight, Ms. Thomas served as bureau chief for the Bureau of Managed Health Care, Florida Agency for Health Care Administration, where she was responsible for regulating the quality of care provided by managed care organizations statewide. She also served as assistant general counsel for AHCA, providing general representation pertaining to regulatory oversight, interpretation and scope of regulatory powers dealing with managed health care organizations, administrative litigation to enforce sanctions against managed care organizations, and litigation in state and federal courts in the area of Medicaid third-party liability.
