Rosalind ("Roz") Allen focuses her practice on representing wireless, wireline, satellite and broadband service providers before the Federal Communications Commission and other relevant federal forums. Ms. Allen has extensive experience with commercial and private wireless regulation, including complex spectrum allocation issues; performing strategic planning for deployment of domestic and international broadband services; representing a variety of entities in rulemaking proceedings and general regulatory advocacy before the FCC; defending entities regulated by the FCC against agency enforcement actions; providing compliance counseling and engaging in a full range of transactional work on behalf of technology companies. A significant portion of Ms. Allen's practice also involves domestic and international privacy law, including compliance with the European Union Data Directive. Ms. Allen provides legal, strategic, federal relations and risk management representation to major e-commerce, travel services, technology and health sector businesses regarding compliance with state, federal and international privacy and data protection laws.

Ms. Allen has held a number of key positions at the Federal Communications Commission, including Deputy Chief of the Wireless Telecommunications Bureau, Director of Legal Analysis for the Office of Plans and Policy, FCC Liaison to the Local and State Government Advisory Committee and Legal Adviser to Commissioner Susan Ness. Among her accomplishments at the FCC, Ms. Allen managed numerous rulemaking proceedings involving spectrum auctions, enhanced wireless 911, spectrum flexibility, promotion of competitive facilities-based networks and wireless infrastructure deployment. Ms. Allen also directed ongoing implementation of the Communications Assistance to Law Enforcement Act, and implementation of the Telecommunications Act of 1996, addressing rules governing interconnection, universal service and customer proprietary network information. Ms. Allen also supervised formation of national public safety communications policy, and managed merger review, including resolution of relevant national security and federal law enforcement issues.

Ms. Allen uses her extensive knowledge of privacy law to provide crisis counseling and risk management to businesses experiencing unauthorized breaches of databases storing personally identifiable information. She has successfully developed global compliance strategies, provided FTC representation to clients, and advised state and local governmental entities on privacy of education records.

During her public and private sector careers, Ms. Allen spoke and wrote extensively on wireless, broadband, privacy, public safety communications and homeland security issues. Ms. Allen continues to speak on these issues and contributes regularly to a variety of industry as well as professional publications.
