Richard Duvall is the Practice Group Leader of the firm's National Government Contracts practice, and is a Partner in the firm’s Northern Virginia and Washington D.C. offices.
Mr. Duvall focuses his practices on government contracts litigation and enforcement defense matters arising under or related to government contracts. His work in defense of enforcement matters has involved False Claims Act cases, suspension and debarment matters, investigations, procurement integrity matters, defense of audits, mandatory disclosure matters, advice and analysis of organizational conflicts of interests, and advice concerning compliance requirements. He has also handled bid protests, claims, and a wide variety of civil litigation related to contracts or subcontracts, as well as injunction actions, arbitrations, mediations, fraud cases, and tortuous inference cases.
Mr. Duvall served as Section Leader of the firm's Litigation Section from 2003 – 2007. In that capacity he had operating responsibility for over 425 lawyers, and 16 practice groups. He also served as a member of the firm's Practice Management Committee. From 1994 – 2000, Mr. Duvall served as a member of the firm's Directors Committee.
Before entering private practice, Mr. Duvall served in the U.S. Navy JAG Corps. He entered private practice in the early 1970's, he then went on to be a founding member of the law firm of Dunnells & Duvall, which operated from 1974 until December 31, 1993, when it joined Holland & Knight. While at Dunnells & Duvall, Mr. Duvall served as managing partner from 1980-84 and as a member of the firm's Executive Committee from 1987-93.
