Tamsen Plume is a Partner in Holland & Knight’s Public Policy and Regulation Group. Her practice concentrates on land use and environmental law. She represents project proponents in land use and environmental permitting, compliance, and due diligence matters for complex land use, development and redevelopment projects.
Ms. Plume’s practice includes:
- resource agency permitting and compliance, including Clean Water Act (CWA) compliance, CWA Section 404 wetlands fill permits, CWA Section 401 water quality certification, federal and state Endangered Species Act (ESA) compliance, California Fish and Game Code Section 1603 Streambed Alteration Agreements, and San Francisco Bay Conservation and Development Commission (BCDC) Bay Plan amendments and development permits
- local land use entitlements, including development agreements, general plan amendments, zoning amendments, variances, and design review
- redevelopment, including owner participation agreements
- environmental review, including the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA)
- land use and environmental due diligence for real estate transactions.
