Todd D. Steenson is a Partner at Holland & Knight. Mr. Steenson's practice encompasses all facets of labor and employment law, including both litigation and counseling. Mr. Steenson is leader of Holland & Knight's national Labor Relations for Management Team, consisting of lawyers who represent management in all types of management-union relations.
In his nearly 15 years of practice, Mr. Steenson has represented management in all types of labor and employment litigation, including claims in federal and state trial and appellate courts, before the EEOC, the Department of Labor, and comparable state agencies, before the National Labor Relations Board (NLRB), and in arbitration and other alternative forums.
A significant portion of Mr. Steenson’s practice involves counseling and representing employers in connection with union issues, including resisting union organizing efforts, defending against unfair labor practice charges, appearing in labor arbitrations and negotiating collective bargaining agreements. He has frequently represented employers before the National Labor Relations Board.
Recently, Mr. Steenson has combined his traditional labor relations experience with his academic and practical experience in Indian law in resisting the efforts of the National Labor Relations Board to assert jurisdiction over the activities of Indian tribes on their reservations and in determining how the NLRB’s assertion of jurisdiction will impact tribes, particularly those who have adopted their own labor relations provisions. He also has represented several Indian tribes in employment-related disputes in both state and federal courts.
Mr. Steenson has substantial experience in labor and employment counseling. He has advised employers concerning their obligations under the National Labor Relations Act, the Fair Labor Standards Act, all federal anti discrimination statutes and Illinois state law. He frequently assists employers in drafting employee handbooks and employment policies and in handling disciplinary matters, including sexual harassment investigations.
During law school, Mr. Steenson served as research assistant to noted Indian law scholar Philip P. Frickey of the University of Minnesota law faculty. After law school, Mr. Steenson served as a law clerk to The Honorable Frank J. Magill of the United States Court of Appeals for the Eighth Circuit.
